Our map uses the OpenStreetMap data for its base. This is very detailed, and even just the North Sea coast is an immense amount of data. If you want much reduced data, then a better source is:http://www.naturalearthdata.com/. This will give as good a quality North Sea coastline map as in your example. You can import this data into the OpenStreetMap editor JOSM and then add what you need for your purpose. As to the rendering of a map, then you should consult the OpenStreetMap help pages and mailing lists.
