How to access Tile-server as WMS service to load in a project

Hello
As I wrote on my presentation topic I'm working on the implementation of a webgis on fisheries for Adriatic Sea.
The site is under development and this is the temporary url

It is open to public and will have all data available via WMS/WFS services.

I'm trying to load the openseamap/seamarks via Tile-server

This is the code I'm trying to use for gdal TMS service

It doesn't work, do you now if it's correct or if there are any kind of restriction?

I solved my problem
It was a proxy problem on my laptop where I create maps to be published with Qgis.
In windows you must set in so GDAL can pass request via proxy.

I added a user environmental variable with name = http_proxy
and value
http://domain\user:password@url_without_http:port/

Now the seamarks service works!
