As suggested in this thread: the new version should be based on standard/up-to-date workflow, for instance imposm3/CartoCSS/Mapnik with PostGIS as backend to be compatible with most OSM rendering engines, allowing proper blending (not seeing lighthouses twice, once on standard OSM rendering, once on OpenSeaMap rendering).
It would help diffusing OpenSeaMap data and OpenSeaMap rendering without the huge cost of two fully separated workflows based on the same dataset.
As stated by OsmAND about nautical charts it's based on OpenSeaMap data, so as Malcom is willing to create a Java based solution, it makes sense to look at the Nautical Chart plugin of OsmAND.
