Preferred channel buoys

In the Netherlands authorities use frequently spar buoys to mark the (recreational) waterways.
Also for channel separations. (seamark:buoy_lateral:category=preferred_channel_starboard, or preferred_channel_port)
To overcome the problem with common use for that kind of buoys (spherical buoy and on top of that a cylinder or cone, point up) here we have now on the spar as topmark “cone, point up over sphere” or “cylinder over sphere”.
Unfortunately such a topmark is not (yet) available in JOSM, and the renderer does not handle the tag “seamark:topmark:shape=cylinder over sphere”, the buoy and it's colours is drawn nicely, but no topmark is shown.
My question: how can we handle or solve this?

This combination is not yet registered at the IHO, but if there are many of these, I will add them to the renderer.

My prime source of information is at Dutch water authority: http://www.vaarweginformatie.nl/fdd/mai … /downloads
→ 160122_DNZ_002a_markeringen_drijvend (~ 9000 floating objects, frequently updated)
→ 160122_DNZ_002a_markeringen_vast (~ 7800 fixed objects, frequently updated)
These are CSV files. Filtering the floating objects file on “cone, point up over sphere” gives 33,
and “cylinder over sphere” is 45.
